Steps
1. Cook the black rice according to package instructions and set aside.
2. In a pan, heat vegetable oil over medium-high heat.
3. Add minced garlic and sauté until fragrant.
4. Add sliced beef and stir-fry until browned, about 3-4 minutes.
5. Toss in the sliced bell peppers and stir-fry for another 2-3 minutes until they are tender-crisp.
6. Add soy sauce, oyster sauce, sesame oil, salt, and pepper; stir well to combine.
7. Serve the beef stir-fry over a bed of black rice, garnished with fresh coriander if desired.
