Steps
1. Heat vegetable oil in a pan over high heat.
2. Add garlic and chili, sauté for 1 minute.
3. Add beef strips, cook until browned.
4. Toss in bell peppers, onion, soy sauce, oyster sauce, sugar, salt, and pepper.
5. Stir-fry until vegetables are tender.
6. Add fresh basil leaves, cook for another minute.
7. Serve hot over steamed rice.
